NO. The Trademark Office Database does give you some useful information. It tells you whether a name has been REGISTERED as a federal trademark. However, it does not let you know whether there may be parties out there who have not filed registrations who have rights to a name.

Keep in mind that federal (and most state) trademark rights arise upon USE of the name, NOT upon REGISTRATION. Search of the trademark office database will only tell you who has REGISTERED. It is safe to say that there are many more parties out there who have valid trademark rights than have registered with the Trademark Office. Use of the name on the Internet is very visible and those parties are likely to find out about you. So be certain to get a comprehensive common law trademark search before you use your domain name.
